Unheard: Orange County Shuts Out Deaf Residents From Public Meeting Broadcasts
Orange County, California has a population of over 3 million residents – however, they are remarkably lacking in certain respects. Extremely few of the cities in Orange County currently provide adequate closed captioning. Some officials of the county seem convinced that federal disability laws don’t apply in this instance, or simply deem the measures as too expensive. The practice of failing to provide this captioning isn’t just bad policy – it’s illegal. According to Howard A. Rosenblum, CEO of the National Association for the Deaf, “Every government entity… has been required to provide captioning and sign language interpreters if a deaf or hard of hearing person requires it.”
