House bill provides driver's license distinction for deaf drivers

By Richard Craver and the Winston-Salem Journal
summarized by Kolby Burger, Staff Writer

Following the fatal shooting of deaf driver in Charlotte by a police officer, a House bill was introduced and advancing in the North Carolina Senate that would help provide better communication between police officers and deaf and hard of hearing drivers. House Bill 84 cleared the Senate Transportation committee Wednesday and was sent to the Senate committee on Rules and Operations. The bill would allow licenses to have a special numeric and electronic designation showing that the driver is deaf or hard of hearing. The bill would also establish a educational and training standard for the officers for when they interact with a driver who is deaf or hard of hearing. If the bill clears the General Assembly and is signed into law, it would be effective January 1st, 2018.
