Deaf boy's treatment not enough for visa officer

Canadian immigration regulations specify that foreigners selected for permanent residence must undergo medical and background clearance in order to ensure that they do not require a large amount of help. This posed an obstacle to Filipino engineer Ronilo Perez and his family, particularly his deaf son. Although the child has received two cochlear implants through his fatherís work insurance and is not expected to require any further rehabilitative services beyond minimal help from a teacherís assistant in a mainstreamed class, the evaluating visa officer turned down his application. A court has overruled the officerís decision, giving the Perezs another fighting chance, but their future in Canada remains uncertain.
